We picked 5psi for stage 1 not because of any limitations of the kit, but because of the limitations of the rest of the car. 5psi on Stage 1 with the stock exhaust, stock clutch, stock injectors is doable because it still stays within their general operating parameters. Stage 2 doesn't require any major upgrades to the turbo kit itself, it's just easing people in to the supporting hardware requirements.
