LED DRLs turn on when the handbrake is released and the car is in gear. That's why you're seeing them turn on when you shift into reverse. They remain on when you shift the car into D and will turn back OFF when you shift into park.
Yes, they turn OFF when the headlights are on. But considering how bright the LEDs are at night, you do not want them on. Otherwise you're just being a **** to the person in front of you. That's why you never see LEDs on with headlights for cars like Audi as well. You're LEDs work as intended. There's nothing wrong with them.
