It could work alright the way you suggest but you wont get any ram effect where it is, it's just a pool of cool high pressure air. Having a small trumpet will help smooth the flow a bit.
Even having an intake down lower where the air comes in wont get much, if any ram effect because the air is dammed up in front of the heat exchangers and moving relatively slowly. It needs to be in an area of unrestricted flow, like the ones above the drivers head in race cars, where the air has high velocity and that kinetic energy can increase the air pressure, same as the main intake on our has already done.
