When i put mine on i just pressed them against the car and clipped it all up. Toyota mentions that it is normal/acceptable for there to be a slight gap, probably due to slight variation when they're made. Mine have survived the whole winter so far installed this way with random temperature fluctuations and they don't shake or rattle or anything so i'd say its perfectly fine to leave it without that extra screw.
