Sort of. While you're right that it's the fuel causing it to chirp (more or less), it's not the octane rating, it's the ethanol content. It's possible the area you live in has a lower ethanol content in 91 octane gas than 93 in other parts of the country. In my personal experience, Shell gas seems to exhibit the chirps more than other gas. Others have reported different. But there hasn't been any correlation between OCTANE rating and the chirping. Just a coincidence.
