Well, given the known rev range and the volumetric INefficiency above 6500RPM, you *COULD* say that he's suggesting clutches won't be necessary until the engine makes enough torque to produce 300whp within those given variables.
I believe clamping force decreases as RPMs climb. I'd go into the physics of it all, but it's Friday, and I'm on vacation starting at 3 pm, so my brain is shut off
