They run Stoich, which gives a cleaner burn, at lower loads and go rich under moderate-heavy loads. It varies.

Go read a guide to OBDII ECUs and current emission systems.

Edit: Lean burn would only be done under light loads like cruising. And it would require a separate NoX cat and only for limited amounts of time. The US has very strict NoX emission regulations.
