I ran into your exact problem myself when I totaled one of my Civics back in the early 90's. My parents lived overseas at the time and they wouldn't give me a rental because I was 18.
The solution was simple, they give you a LOANER from their lot, like a demo car. Not a rental.

aha, the guy right above me mentioned a "courtesy vehicle" too. That's your solution until you reach 21.
