To get set up the easy way, without much fuss, you need A- a platform that supports Bluetooth, B- has Google-Play for app store.

Plenty of cheap tablets out there that don't support Bluetooth or have Google-Play. The only cheap one I've found (and was shortly sold out) was the Best Buy's cheap Chinese made 7" Double Power for $79. It is not discontinued, and no ETA, but they'll have it in stock some time in the future....

The problem with cheap tablets is glare, especially on the track on a sunny day.

Keep in mind that the mounts for these 7" tablets are not very sturdy, and track officials may take issues with the mounts.
