The car could have been a re-coat in paint anything plastic is done in the plastics area or suppliers who work with Toyota. If the paint is too thick you can get crows feet after a couple of years of being in the sun. Thicker is not better. End result most owners don't get their cars measured for paint thickness. Managers make the call to send the cars thru paint again if needed. If you want to see if its a re-coat look closely at edges and look for clear coat drips.
