i had fixed an 86 yesterday with this exact problem, it seems that all the engines were made on the assembly line as a base engine, then later on the plate was added if it was manual and a pump added it if was auto, inbetween the plate being added, the sealant would of bin "semi" dried, and once putting the plate on (with more than sufficient amount of sealant i might add) it has ripped a bit of the sealant away from the 2 surfaced of the top and bottom rocker cover plates,...
after re-sealing the plate (30 min job) with toyota black sealant, and doing a fair few high temp runs, it was not leaking, but only time will tell.... this particular car was july build, but only had 1500km on it
