I think factory fitments are more "sunk" due to clearance regulations. You have to be able to clear a significantly larger theoretical spec tire which is much larger than tires ever are. Add to that production tolerance stackup and general conservatism, and you end up with HUGE clearance between tire and fender.
FWIW, I'd sooner apply spacer money to wider wheels/tires at closer to stock offsets. Spacers muck with suspension geometry and particularly scrub radius.
Of course a set of 245/40-17s and 17x8.5 wheels aren't cheap, though...
