The ''vessel'' is usually closed. Once a certain pressure is exceeded the radiator cap will open, thus opening the ''vessel'' but that should only happen during an overheating event.
Once the cap opens you get a pressure drop and, I assume, an immediate cooling effect due to lower pressure.
I wouldn't worry about a slight decrease in the time it takes to get to operating temp. I would make sure that your warranty covers the use of whatever coolant they put in. I would also do everything I could to try and find the source of the coolant leak.
