They replaced the pump with the same pump, so no real shocker that it came back. I would suggest not having it replaced again, as it's pretty clear at this point it's a waste of both your and the dealers time, plus the risks of having a botched install.

Probably a combination of all of the above. The chirping only really exhibits itself in high-heat situations with certain fuel types. Since it's cold out and you're using different fuel in the motor, you're changing the two known factors for the chirp to exhibit itself. Also, as mentioned above, the replacement pump is (currently) the same part and there's very little chance it will reduce the chirping.
