I just removed my bumper the other day to install a Perrin's CAI, and the grill is removable. When observing the bumper from the inside, the grill is connected with molded tabs on the bumper and open slots on the grill. No screws or clips hold the grill in.
I wanted to see what the front fascia would look like if the grill was removed. To my surprise, all i had to do was lightly tug on the perimeter of the grill and it easily came off with no damage to the bumper or grill.
So i guess to remove the grill with the bumper still on you could just push firmly on grill.
