That would be for aerodynamics. The more wheels stick out, the more they mess with the laminar flow around the car. Also flush wheels will sandblast your fenders. Take a good look at the airflow when it interacts with the wheels. Keep in mind, when the wheels are actually in motion they cause even more turbulence.
