The TSB itself says that the noise isn't abnormal, it's undesirable. A TSB isn't admission of a faulty part. There's been plenty of TSBs for undesirable characteristics on vehicles that aren't broken or damaged, or have any impact on the car outside a bruised ego. Abnormal indicates there is an actual problem, which there is 0 evidence of in this case.

Also, the "consequent fire" you are referring to was a result of poor workmanship and shoddy mechanics. It has nothing to do with the chirping being discussed here.
I think that if you will READ the heading of the TSB it says "Abnormal Chirp or Squeak from High Pressure Fuel Pump". Important part highlighted.

In regards to the "consequent fire" comment I made, it was not in reference, obviously, to the poor Lad who had his HPFP replaced and then caught fire due to questionable technician competence. Again if you had read carefully I posed the question "And could it not be an indicator of a future failure and consequent fire?" This was in reference to other cars with HPFP that have had failures and caught fire (VW, Audi).
