This is true for the most part, but it depends on what's going on with the car as a whole. If you watched the Chris Harris segment on the Porsche 962, they used the air coming in from the side to feed the tunnels of the diffuser.

Double diffuser is why Brawn won in '09 and why Red Bull are three time world champions, not four. If I recall correctly they were worth about a half a second a lap.

With a proper double diffuser, there's a lot more volume to generate downforce. The upper diffuser typically starts further forward, aiding aero balance as well.
