that manual as well as you read the BRZ manual?

What you observed, almost certainly, is the LED or light turn ON when you press the controls for the AC. All of my cars have behaved identically.
What you will discover is that, although the lighted LED indicates the AC is ON, in fact the compressor never kicked in. In other words, the AC is OFF. I have observed this phenomenon in every car I’ve ever owned. (Actually, my new 1968 car and my new 1970 Boss 302 did not have AC.)
Sit in a quiet parking spot, turn on your BRZ, and listen carefully as you press the AC button. In temperatures around 32 deg F and below, you will NOT hear the compressor activated. No compressor operation = no air conditioning.
Some auto manufacturers set the AC cut-off temp even higher; some Ford owners report their manual stating it to be 39 degrees F.
By the way, the manual for my home air conditioning system warns the user not to turn the AC on in temperatures below 50 degrees F. Why do you imagine that is?
The understanding you seek is in your BRZ manual, although admittedly obscure. Subaru only
alludes to this condition, but it’s
there. You’ll have to ask
them why they didn’t just spell it out in simple English like other manuals do.
