there's a kit that replaces the foglight area with holes and tubing that attaches to the back of them to duct to the brakes. This could be done the same.

Tell me where you see how air can pass through where the LED is mounted. The upper opening is for the running lights and the kit you speak of (at least the ones I've seen) use the lower portion (where the LED is) for the air duct.
