It seems to me like Subaru doesn't want to have a "tuner" image. Maybe they were more reluctant to give discounts to the tuning garages? I'm sure the AE86 heritage is also a pretty strong reason why many of them are going with the Toyota variant.

I gotta disagree. It's about the skrill. With a production ratio of roughly 3 86/FR-S units for every 1 BRZ, companies that build kits for the breadwinner will sell more because of that.
And the reason Subaru isn't allowed to sell more BRZs than 86s is because it was agreed upon in the contract. Toyota is the "executive producer" funding most of the 86/BRZ project and Subaru gets a smaller cut.
