Ehh even a small, fast spooling turbo will tend to make boost at least a few 100 RPM later than a comparably sized belt driven roots blower. Perception of lag is relative.

The small turbo will also tend to run out of breath, and have a humpier torque curve. This is why twin turbos and twincharger set ups are still quite popular.

Turbos are a lot better than they used to be, but you will still see flatter torque curves with a roots blower, pretty much without exception. Turbos definitely rule the roost when it comes to top end tho'.
