Fully loaded? No, a fully loaded Focus is more like $26k, but if all you want is a Focus with alloy wheels, you will looking at a base price over $20k. The base Focuses (Foci?) are few and far between, and their only real purpose is give the marketing men an attractive base price to advertise.

The "base" FR-S/BRZ is going to come with a lot more standard hardware than your average base economy car: ~200hp, 6-speed transmissions, LSD, alloys, etc. I'm also not expecting to have to add thousands in option packages to the FR-S/BRZ to make it tolerable. Like the WRX, the "base" model will probably not be a poverty-spec car like it is in cars like the Focus. The FR-S/BRZ twins will never be volume sellers, and therefore Toyota and Subaru don't have the pressure to undercut competitor's base prices like they do with their bread and butter models. Therefore, they can afford to make the "base" model more of a realistic option.

I expect the base price to ring in right around $25k, but I also don't expect to have to add many options to get a car I actually want to live with.
