Peak torque is 170 at 4000 rpm. Peak hp is 210 at 6500rpm = 170lb/ft, meaning it is still making peak tq at that point. After that, tq falls off quickly, or else peak hp would be higher. Unless the torque dips in the middle and then comes back up (I don't think I've ever seen that), it will make 170 between those two RPMs.
