I had a friend who died because they were hit by someone who had done some stupid offset for looks and it screwed up the car!

Your feeling are not unfounded, but those kinds of dangers are found in any car, among any driver, among any situation.
I lost a cousin who was killed by a stock evo driven by a 16 year old kid. Does that mean all 16 year old kids with fast cars will kill people? Does my experience suddenly change my perspective a little? I try not to get overly emotional and personal about similar situations. AKA im not going around telling every 16 year old kid with a fast car to stop driving, or calling cops on them. etc..
Low offset wheels themselves do not cause accidents, because they usually come in sizes which gives a very large contact patch. ie 18x11.5 0 offset is a big wide wheel, and for certain cars they give performance.
Its when you take that sort of wheel or any wheel for that matter and give yourself 30 degrees of negative camber and a 195-205/35 stretched tire with virtually no sidewall. That will bring driveable risks. Its also a combination of several things like that, that probably was cause of your friends death.
Iv seen many accidents and deaths under safe environments and running a low offset wheel isn't grounds for determining an unsafe environment.
