He passed the RX8 braking into the final corner. Granted he caught up, but we don't know any information about the RX8 or it's driver. He could have been taking it easy? Perhaps he had brake fade? Could have been a 5 speed RX8, who knows how old?
If the 86 also has a carbon roof, and is the JDM stripped out model, that would weigh around 1000kg's. Add an ECU tune and I think 1.04 with decent tyres and suspension is completely doable. Specially from a good driver who preserves momentum in the corners.
I doubt they are running FI. There is a severe lack of gauges to suggest this and I doubt you would want to take a FI modified car with a new untested engine to the track with no feedback.
I think right now it's all speculation, but I think we will easily see the twins breaking the 1min mark at Tsukuba.

If those parts + pictures are indications of what is installed in their car, this thing is a NA monster. I would say carbon doors, 5.1 or 4.8 final gear ratio change, as well as a full exhaust. The final gear ratio alone would be enough to shave a second off as it would essentially increase torque through the gear range. As top speed is unlikely to be an issue at Tsukuba, I would say this is how the car is faster than the RX8. If you look for a best motoring S2000 comparison, the S2000 also benefited from a higher final gear ratio.
Just imagine what happens when they add some more aggressive cams
