His initial ETA was the first week of November, so I guess these ECU's are being expedited to the dealerships. Got my car back on Saturday and had since put 150 miles on her. Car runs fine.
Lisa threw me a little surprise. She told me that since the OEM foglights are not even available, they cannot really compensate me with something they don't even have. Instead, she offered me 2 full car payments (with no obligations) which I gladly accepted.
