Speedometer actually measures the angular velocity of the wheel and converts to your speed based some assumed diameter. So if you have a tire with diameter twice as big then if you speedo says 60 you are actually travelling at 120. 16" or 17" are rim diameters not tire. For the 16" you need to pick a tire with wider side profile so that the overall diameter stays roughly the same.
