I can't speak for Belgium but one problem I know was happening somewhere (I think Australia) was that any new code actually needed to be "approved" for the car to be federalized in that country. If I'm right that might put the affected customers in similar countries in pickle because Toyota/Subaru might not turn in
every code revision for approval (probably too expensive), just the final code revisions.
