My guess is that the sound is coming back because there may be nothing to KEEP the plunger stopper thingy oriented the way it should be to avoid the chirping. Or they didn't take the potentially faulty pumps out of the supply line and decided it was cheaper/easier to replace them a couple times for the unfortunate people who get a bad one that was still out there.
