The conclusion I'm drawing from this TSB is this is not really an issue. With everyone flailing their arms about this I decided to pay closer attention and confirmed today that my fuel pump produces the same chirping noise people have been posting on YouTube. Probably been doing it for a while but it never caught my attention because I was under the impression these little noises were part of the D-4S doing its standard cadence.

Also came across a discussion with people who switched to ethanol-free 93 octane fuel and immediately noticed the chirp went away. I just found out there are 3 BPs by my house so I will be doing that. The owner's manual even specifies to use 93 octane but 91, though not ideal, will suffice. So Toyota/Subaru may have already addressed this problem - implicitly - in the manual.
