Armor All has been a water based product for a few years now like a lot of the tire dressings. No longer unsafe for use on tires and plastic trim etc. As for applying it so it doesn't sling, the best thing to do is drive your car around the block to force all the water out of the treads. Apply the tire dressing to an applicator. Never apply directly to the tire. Apply to the sidewall nearest the rim first and work your way out to the tread. That way there will be very little left on the applicator and it won't fill the edges of the treads with dressing.
