Cops are nothing but revenue collectors for the state. Peoples safety is further down the list of priorities and usually the responsibility of the individual anyway.

Cities have to make their money somewhere. What do you think pays the cops dealing with public safety? Not to mention the traffic patrol is out looking for reckless drivers/DUIs/etc and a routine stop can lead to warrant arrests. If it was a state trooper they are there to write traffic tickets, it goes to highway repair usually. We pay to play. Just how it goes.
