Yes he tunes over the phone/internet but you have to pay the shop/guy/tuner you take it to for their dyno and personal tuning skills.
Like right now, I'm buying the Ecutek turbo tune which gives me the basic turbo tune for about 4psi I believe, but I am also paying my tuner/shop to use their dyno to fine tune for the other mods I have such as exhaust and other stuff, also higher levels of boost. People don't work for free lol.
