QC inspectors probably caught a paint imperfection (crater, dust, etc.) during final inspection and diverted your car off the assembly line for a spot fix. There are standby painters who even out imperfections and manually respray. This is how it was done when I worked at the Toyota NUMMI plant's paint shop. You could complain to the dealer who sold you the car and they'd have a local body shop repaint it or you can insist on a car replacement which would need escalation to the regional/corporate level (similar to what the user Tanuki did regarding a body weld but your case might be more difficult to justify since it's not frame/structure related).
