Yes, most definitely. But a lot of the guys that do their own installs obviously don't have one (for example anybody that buys a Katzkin kit and does it in their garage).
Also, some upholstery shops don't take the time to go over the seats extremely carefully (often due to a high workload is my guess), so while they'll steam, the seats might still need some more later on to "clean things up."
