I would say the most important thing to upgrade is the tires. Then brake pads.
If you want to add to the sound and increase performance a bit, tune / exhaust / intake (in that order).
Of course, the dealers probably want it to be more appearance-oriented.

Agreed. Tires, tune, exhaust, intake. That should put it right around 2-3k extra, and get you really close to your 30whp goal.
