No, these kinds of modifications are not allowed. Everyone must run the same exact car (except wheels and body kits, they can be swapped for others of the same kind / weight).
All you need to do is set the final drive gear of the transmission to 4.03. It should then take off without any issues what so ever and you should hit the red line in 5th gear at the end of most of the straights. This is actually the only thing I've done to the transmission. I haven't made any other changes.
The race transmission is always the same gear set in Forza and comes with 3.30 final drive gear out of the box unless you change it. For most Japanese cars, this is WAY too low and you experience the problem you had with launch. 3.30 Final drive only works for engines which make a lot of torque and power in low rpms and have a very small power band. Stuff like muscle cars will use 3.30 or slightly higher.
I can help you with tuning your setup if you need it. Hell, I don't even mind giving you my setup if you think it will help. But everyone has to run the same car. It's not fair otherwise.
