Okay did a little more digging and I'm guessing it is:
FE = Fifty State Emissions
PC = Whiteout paint color
3P = Paint Protection Film
WL = Wheel Locks
EF = Rear Bumper Applique
C1 = Carpeted Trunk Mat

Can anybody verify?
