Resurrecting an old one for posterity. There may very well be minute manufacturing differences between years and generations, but make sure you're using the right grease on the pin. When initially trying to assemble using Honda Urea grease, it just wasn't penetrating the razor thin tolerances, and I very much had the same experience as OP; I spent half the day fighting the pin with clamps.
I went down the path of contacting CAE to buy a replacement lower rotating assembly, and ordered a new OEM selector rod.. neither of which I ended up using.
After talking with CAE, I switched to their recommended Wurth HHS, and had the entire thing assembled in 5 minutes. Initial alignment still took a few minutes, but once started, both spacers and the lower CAE receiver slid right on and were able to rotate freely.
