When adjusting the mirror in the usual way (grabbing the mirror itself) you typically only move the pivot on the mirror. Try manhandling it more forcibly to also move the pivot on the mount.
Oh okay, I see, there's the flat piece that's glued to the windshield. That's connected to another flat piece which is a similar size and shape, and THAT piece can be rotated relative to the piece that's glued.

Rotating doesn't seem to require too much manhandling, as long as you've got a firm grip on it and are only trying to move it along its axis of rotation.

With the flat pieces aligned (which is what the windshield shop must have done), I can't move the mirror very far to the left at all. But with the rotating piece rotated about 10 degrees counterclockwise, it's great.
