Did you install the correct crankshaft position sensor plate? It's the round plate that gets bolted between the block and the flywheel, see pic. If you use one off the wrong engine combo, the ECM won't see the correct crankshaft signal, this results in a crank no start.

Like blsfrs said, what engine did you install? Did it come from a 2013 -216 model, or something newer?

Are you sure everything is connected? Your other electrical issues sound like something has been missed...
Is the starter ground attached? It bolts to one of the two starter mounting bolts, come from the negative battery terminal.
The two engine grounds? Bottom of the head to frame rail on both sides?
All 3 connectors from the body to the engine harness?
