Might be a bit late to answer your questions however thought i would add the info in case someone else ever comes across this or needs help.
Here in the land down under, we have a similar rule where the cars fitted with HID/Xenon lights need to have the headlight washers installed too.
When investigating an unrelated issue with my washer bottle, and testing, i noticed that the headlight washers actually activate when you pull the stalk on the steering wheel towards you. Essentially both the windshield washers and the headlight washers activate together.
So with this being said, there was additional plugs and i did not follow the harness all the way back, however i assume its likely an adapter harness which plugs into a main one, and simply splits the power and ground supply between both the pumps.
If wired like this it would save you running a bunch of wire into the cabin and all that other crap, more efficient and cheaper too.
