In Utah it's written in the state legislation under the traffic code that any vehicle in a lane to the left where traffic is moving faster on the right is required to move over to the right or else they are in violation of impeding traffic.
It also states if a vehicle is within X many feet behind you for a certain duration on the highway that you are required to pull over to allow them to pass, if they are unable to pass to in any other lane.
Unfortunately I never saw that law enforced much, and more states should do it.
