Several car companies are playing with subscription based services, particularly with things that require connectivity or updating (mapping, etc). Auto high beams is a little ridiculous however.

Most of these are not available at time of purchase for a one-time fee, although may be included for a short trial period.

GM does this with OnStar, car hotspot and with SuperCruise.
