I'm not just starting the car in the garage and expecting them to kick on. As I drive around I keep an eye on temps and try to notice when temps get to the high 90's (celsius) but sometimes don't catch it until they are in the 100's. And I know the fans aren't running because I have stopped to check and that's how I originally learned that I can still use the A/C button to force the fans to run. So I now just drive around and keep an eye on the temps and try to manage them between mid 90's and mid 80's by turning the A/C on and off to turn the fans on and off.

So that's why I think it must be some sort of sensor that's failed that only the fans use to measure water temp.
