Does anybody have any ideas of where to start to troubleshoot this problem?

I'm thinking about removing the driver's seat to get access to the panels under the steering to see what's going on. But I'm worried about opening a can of worms that won't be able to be closed. I'm worried about creating more rattles by taking everything apart and trying to put it back together seeing that everything is put together with plastic rivets and glue nowadays.

Maybe I should just turn up the radio and ignore it?
