In initial D an old AE86 can beat the other cars because its put in a position of strength (lots of tight turns, driver knowledgeable of the intricacies of the course), and later on a engine swap with a race car derived 4A-GE (helps keep up with the more powerful competition), plus a sprinkle of vehicular superpowers.

He does explain how it’s possible. One of their rule is tire restrictions. Simply put it, certain hp car allow certain size tires. Result, more hp = limited tire width causing less traction over time. It’s not simple 2~5 min track lap, but decently long town, highway & canyon race (kinda like original GT race). Of course there are several other rules (like points system) to make all cars even plus Shigeno used to track his AE86 & GC8, so he’s no beginner of racing & he's team is full of knowledge in racing (plus few of em used to be pro-drivers).
Now, racing is somewhat reasonable… love story is a different story. Like original Ini-D, Shigeno got no love story creativity lmao
