Back when I bought my BRZ in 2018 I did something like this with threaded rod. The tow hook uses m16x1.5, so I bought a 36" piece and cut it in half. I had some 3/4 square aluminum tube laying around that slipped right over it so I used some nuts to tighten the rods into the tow hook holes and to hold the square aluminum sleeves on, then clamped my thule sidearm on. I did run a strap through to one of the baby seat anchors to stop the flex with a heavy bike, but that wasn't strictly necessary. The thule sidearm isn't ideal for this, a 1up bike attachment would spread the bending load (from the wind) more evenly to both bars.
I'm sure anyone who spent hundreds of dollars on custom machined bars will say this setup could never be strong enough, but I used it regularly for a few years and it never let me down.
