Going to go on experience and say it's the ACT clutch system itself.

Clutch drag is not an uncommon issue among ACT clutches. I had an ACT that did the same, especially after driving a few blocks and warming the system up. My friend had similar issues on his ACT system, and other accounts have been recorded on this forum as well.

I ended up putting the OEM clutch system back into the car, and it drove perfectly fine again.

Try racing the engine with the clutch pedal depressed next time you're stuck at a light. It can help slip the friction disk away from the flywheel/plate. It's not a fix, but at least it can help you get out of a pinch
